The building of the St Clair ROW is been done under 4 Phases and this site will take you to those Phases that I place have more detail there than here.
Each Phase is it's own site with more information as to what is going on in the way of Photos, videos and write ups there.
Construction was to started in 2005 and to be completed by 2008 at a cost of $65 million dollars. Due to various issues, construction will now be completed in 2010 at cost of over $100 million.
I have noted other Phases as they are to come in future years after the current construction is finish as well when the Environment Assessment (EA's) are done for them.
St Clair Ave is class as an Avenue under the City Official Plan.

Phase I runs from Yonge Subway Loop to Vaughan Rd and was completed in 2007
Phase II Runs from Vaughan Rd to Westmount Ave and completed October 2009.
Phase III Runs from Westmount Ave to McRoberts Ave and was completed in 2008.
Phase IV runs from McRoberts Ave to Gunns Rd loop. The section from McRoberts Ave to Ford Dr was completed in October 2009. The other section is under construction and to be completed to Gunns Rd only by December. The loop is schedule for Spring 2010
TTC will begin streetcar service to Lansdowne Ave Loop on December 20, 2009 and to Gunns Rd Loop May 2010. There is No date as to when Oakwood Ave Loop will see service.
Streetcars return to Gunes loop June 28, 2010, but the loop was not finish then. It was still not finish at the end of August.
Streetcars return Oakwood in May 2010.
